At Muwani, CCDZ came face to face with an intimidated and fearful community. To reflect the levels of governmental polarization Muwani was against councilors being the information focal point as they were politicians and members of the community would shun the councilor suspecting they would be dragooned into towing the councillors political party line. The community also urged civic education by civic society organizations to be a regular feature in their area and not one-hit wonders.
At the meeting held the next twenty-four hours at Bvudzi, Chirumhanzu on 17 March 2011, participants echoed the call for a peacekeeping force and international observers during the coming Constitutional Referendum and elections.
